David K. Skinner MCIOB

30-plus years of experience in Construction and Construction Consulting industries as a Contracts Manager, Project Manager, and Construction Cost Estimator. Mr. Skinner is an Executive Manager at MKA International, Inc. (MKA), and has more than 20 years of experience consulting on Property Loss and Builder’s Risk claims. He has been involved in the management of Large Loss and Complex Property assignments including damage assessment, cost/time evaluation, means and methods that are sensitive to scope and time limitations and has extensive experience in settlement negotiations. He is also an experienced Appraiser in appraisal proceedings.

In his role as Regional Manager for over 10 years of our MKA Atlanta Office, he developed and oversaw diverse MKA professional resources to service our Client base in Georgia and neighboring states. He has directed catastrophe response teams and managed large complex projects throughout the United States and the Caribbean.

Educated in Quantity Surveying and Cost Engineering, he began his career in a structured intern program including, both college and practical requirements, in order to receive his diploma. Previous construction project experience includes bidding, contract negotiation, cost and schedule management as well as final project acceptance. Projects included commercial, industrial and residential where he held positions such as Construction Manager, Project Engineer, and Cost Estimator.
